  18. <p>     For only the second time since it was enacted in 1988, a federal
  19. statute has been invoked to permit capital punishment for violent
  20. drug traffickers. In this case, the sentencing came against
  21. a trio of brutal Richmond, Virginia, cocaine dealers who murdered
  22. 11 people over a two-month period while running a lucrative
  23. crack gang called the New York Boyz. In one instance the gang
  24. burst into the house of a woman who owed them a few hundred
  25. dollars and shot her dead.
